Soccer games are an emotional sport for most Europeans, and the Euro 2008 will be no exception. Despite the good nature of the tournament, hooligan violence is a constant threat, while the location within Europe makes terrorism a concern as well. Incomes are rising for most people in China, but since the mid-1990s rural incomes only rose at about half the rate of urban incomes, creating dangerous social conditions that create an environment fertile for insurgency or civil unrest. Although rising rural unrest in China has not amounted to a nationwide movement, protests have become numerous in part because they are small, localized expressions of discontent over layoffs, unpaid wages, land seizures, use of natural resources, pollution, ethnic tensions, misspent state funds, forced immigration, police killings, and local government corruption.
